Maintenance and repair of machinery in the ESENGRA sewing and sailmaking workshops

Summary

The tender covers maintenance and repair of machinery and equipment in ESENGRA’s sewing and sailmaking workshops. The equipment includes a steam ironing table and boiler, an industrial hand iron, industrial flatbed sewing machines, overlock machines, and machines for sewing sails and heavy canvas. The work includes inspections, adjustments, calibration and testing, replacement of worn components, and supply of the new materials and spare parts required. The contractor must prepare a work report for each machine, photograph significant findings, clean the equipment after intervention and test it. Work will normally take place at ESENGRA in Ferrol. Where technically necessary, equipment may be taken to the contractor’s workshop with the contract manager’s prior authorisation. In that case, the contractor is responsible for removal, transport, custody, repair, return, reinstallation and commissioning. The technical specification sets a maximum performance period of two months from contract signature or until the budget is exhausted, whichever comes first; the administrative terms also state an end date of 30 November 2026 or budget exhaustion. The procurement is not divided into lots. The budget ceiling is €6,764.52 excluding VAT and €8,185.07 including 21% VAT. Offers are scored automatically: price is worth up to 80 points and response time up to 20 points. Bidders must state the net amount, VAT and total, and apply a single uniform linear discount to all maximum unit prices in the tender documents. For non-urgent requests during normal working hours, the response-time bands are 6–12 hours (10 points), 12–24 hours (8), 24–48 hours (4), 48–68 hours (2), and 68–72 hours (0). For urgent requests outside normal working hours or on non-working days, the bands are 2–3 hours (10 points), 3–4 hours (6), 4–5 hours (2), and 5–6 hours (0). Offers exceeding the budget or any maximum unit price will be rejected. No minimum turnover or prior-project references are required, but bidders must meet the legal capacity, registration, tax, social-security and liability-insurance requirements. Materials must be new and original-manufacturer products or equivalent items. The contractor must demonstrate proper disposal of removed waste. For new hires and replacements during the contract, the contractor must recruit unemployed people with the relevant profile and give priority to disadvantaged groups; evidence of employment and jobseeker registration may be requested. Security clearances for classified information are not required.
