Ship Repair and Stern Ramp Maintenance Services

Summary

This is a framework agreement for afloat repair and maintenance services, including maintenance of stern ramps on ships of the amphibious and fleet projection group supported by the Cádiz Arsenal. Work will be ordered as needed; quantities are not fixed, and the contract is not divided into lots. The initial term is two years or until the budget is exhausted, whichever occurs first. It may be extended for a further two years on the same terms, for a maximum total term of four years. The budget is EUR 1,000,000 and the estimated value, including the extension, is EUR 2,000,000. The bidder must demonstrate annual turnover of at least EUR 750,000 in the best of the last three financial years and at least EUR 350,000 excluding VAT in comparable ship repair or maintenance services during the last three years, measured in the year with the highest activity. The bid must include the required self-declaration and price proposal. Evaluation considers discounts on labour and material prices and six groups of tariff-based work: structural and boiler-making repairs, mechanical and hydraulic work, technical assistance and inspection, manoeuvres to remove a vessel to the quay, and scaffolding. An extension of the warranty period is also scored; the basic warranty is six months, with up to 24 additional months offered. Labour discounts must not reduce rates below the labour costs under the applicable collective agreement; discounts above 25% require a category-by-category justification with the bid. Work must comply with the naval base’s environmental requirements, and civil-liability insurance of at least EUR 300,000 is required. The final guarantee is 5% of the awarded amount excluding VAT; a further 5% guarantee may be required where a bid is initially considered abnormally low.
