Cleaning services for Fundación Marqués de Valdecilla premises (reserved contract)

Summary

The tender covers cleaning services at Fundación Marqués de Valdecilla premises in Santander, divided into two separate lots: Lot 1 is the Foundation’s headquarters on the fifth floor of the Faculty of Nursing, and Lot 2 is the Servicio Tutelar office at Avenida de los Castros 116. Bidders may tender for one or both lots, but must submit a separate bid for each. Participation is reserved for duly qualified and registered social initiative special employment centres and work-integration enterprises. Regular cleaning is required throughout the year on working days, excluding public holidays: two hours per day, or 10 hours per week, for Lot 1; and three hours per day, or 15 hours per week, for Lot 2. Tasks include, among others, daily floor sweeping and weekly floor washing, daily cleaning of furniture and toilets, emptying bins, and replenishing hygiene supplies. The contractor must provide the staff, equipment, tools, cleaning and disinfecting products, and consumables. For Lot 1, window and frame cleaning may be requested as needed up to three times a year, and floor polishing and buffing may be requested once during the contract and extensions. For Lot 2, window cleaning may be requested as needed up to three times a year. The contract runs for one year, with an anticipated start date of 1 January 2027, and may be extended three times for up to one year each. The combined first-year budget for both lots is EUR 40,948.82 including 21% VAT; the estimated total value, including extensions and a modification of up to 20%, is EUR 121,136.40 excluding VAT. Each lot has 100 evaluation points: price up to 70, a free annual allowance of additional cleaning hours up to 20, and extra window-cleaning visits up to 10. The annual additional-hours options are 5, 10, 15 or 20 hours; points for extra window cleaning are awarded for offering one or two additional visits. For Lot 1, the price score is divided between regular cleaning and the three window-cleaning visits (up to 60 points) and floor polishing (up to 10 points). Bidders must also account for the transfer of existing staff in accordance with applicable employment law and the collective agreement. Bids must be submitted electronically, with the required documents and price offer provided separately for each lot.
