Authorisation to install and operate vending machines for assorted products at Gijón municipal sports facilities

Summary

The tender grants authorisation to install and operate a total of 26 vending machines at municipal sports facilities in Gijón: 9 for cold drinks, 3 for hot drinks, 7 for solid food and 7 combined solid-food and cold-drink machines. The operator must install, run, maintain and restock the machines and cover installation, permits and product costs. Tobacco and alcoholic drinks may not be sold. The authorisation runs for three years and may be extended for two additional one-year periods. Bidders must submit an AQS (Aneda Quality System) certificate and demonstrate the required economic and technical capacity. Economic capacity requires either annual turnover of at least EUR 10,275 in the highest-turnover year among the last three completed years, or professional liability insurance with cover of at least EUR 27,400. The value of comparable services performed in the busiest year of the last three years must be at least EUR 4,795; companies operating for less than five years may use an alternative based on relevant hospitality-related professional qualifications. The bid must offer an annual unit canon for each machine type, no lower than the minimum: EUR 300 for a cold-drink machine, EUR 100 for a hot-drink machine, EUR 200 for a solid-food machine and EUR 350 for a combined machine. The canon offer is worth up to 70 points, while offering card payment in addition to mandatory coin payment can earn up to 30 points; hot-drink machines are excluded from the card-payment criterion. The successful bidder must provide a final guarantee equal to 5% of the offered canon calculated over five years. Bids must be submitted electronically with a signed responsible declaration.
