Supply of a Forestry Mulcher, Lawn Tractor and Trailer

Summary

Moeche municipality is seeking one new forestry mulcher, one zero-turn lawn tractor and one trailer with ramps to maintain municipal roads and forest strips and reduce wildfire risk. The mulcher must be compatible with the municipality’s Deutz-Fahr and Massey-Ferguson tractors. Minimum technical requirements include a 1.6 m working width, required power of 80 hp and weight over 1,000 kg for the mulcher; a 24 hp, 700 cm³ twin-cylinder engine and cutting width over 125 cm for the lawn tractor; and trailer dimensions of 270 × 160 cm, two 1,000 kg axles, a spare wheel, jockey wheel and ramps. The estimated value is €22,975.21 excluding VAT and €27,800 including VAT. Bids must be submitted electronically within 20 calendar days starting the day after publication of the contract notice; each tenderer may submit one bid and alternatives are not permitted. The bid must include technical data sheets and manufacturer documentation demonstrating compliance with all minimum requirements. Delivery is due within six months, with the equipment supplied together with its registration and documentation. The successful contractor must fit the mulcher to a municipal tractor and provide staff training lasting at least two hours. A minimum three-year warranty is required, as well as technical support and spare parts for at least ten years after the product is discontinued. Price is worth up to 65 points, a shorter delivery period up to 15 points, and an extended warranty up to 20 points. Within seven working days of being notified as the successful tenderer, the contractor must provide a final guarantee of 5% of the offered price excluding VAT and evidence that tax and social security obligations are up to date.
