Framework agreement for concrete and mortar supplies for Tragsa works

Summary

Tragsa is establishing a two-year framework agreement, extendable by two further 12-month periods, for the supply and delivery to construction sites of various types of ready-mixed concrete and cement-and-sand mortar for works in Castile and León, La Rioja, the Basque Country and Navarre, including works financed by European funds. Supplies may include blinding concrete, mass and reinforced structural concrete, pavement concrete, mortar, additives and supplements, and pumping or placement-related services. Quantities, detailed specifications, delivery locations and schedules will be set in individual call-off requests; suppliers admitted to the framework will compete again for each order. The estimated framework budget is EUR 10 million excluding VAT (EUR 12.1 million including VAT), and its estimated total value including extensions and planned modifications is EUR 22 million excluding VAT. The bid deadline is 15 October 2026 at 14:00. Participation requires annual turnover of at least EUR 150,000 and similar supplies worth at least EUR 50,000 in the best of 2023–2025, as well as a valid production-control certificate for the supplying concrete plant. The plant must be within 90 minutes' transport time of each delivery site. For call-off contracts, price is worth 95 points and a recognised concrete quality mark can earn up to 5 points.
