Framework Agreement for Laboratory Analysis Services

Summary

This is a four-year framework agreement for laboratory analysis services for Consorci Besòs Tordera, covering wastewater and other water types, as well as dewatered and liquid sludge. The analyses include, among other things, microbiological testing, Legionella detection, routine water and sludge parameters, metals, persistent organic compounds, PFAS and other micropollutants. The contract is not divided into lots. Unit prices must include sample management and delivery of reports. The estimated framework value is EUR 528,196.08 excluding VAT, and the four-year net budget is EUR 440,163.40; offered unit prices must not exceed the limits in the tender documents. The service includes supplying sample containers and, when needed, preservatives and refrigerated transport boxes within five days; collecting samples at the Granollers treatment plant, generally between 13:00 and 14:30; and ensuring proper storage and traceability. Between one and ten collections per month are anticipated. Samples must be retained for 30 calendar days after results are issued. The standard deadline for analysis reports is 12 calendar days; the deadline is 4 days for E. coli, coliforms and sludge microscopy, 6 days for notifying a positive Legionella result, and 21 days for PRTR analyses and persistent organic compounds in sludge. The chain-of-custody record must be sent within 48 hours of receiving a sample. Technical methodology and quality account for 49 points, and price for 51 points. To participate, the laboratory must demonstrate the required financial and technical capacity and provide a current accreditation covering the specific analyses offered. The bid must include a technical methodology and organisation plan, details of qualified technical staff, and a separate schedule of unit prices for the analyses. The contractor must manage waste generated by testing in accordance with environmental requirements and have a suitable environmental management plan. Subcontracting is permitted up to 30%, but overall test management and final reports must be performed directly by the contractor.
