Civil and public liability insurance for the Parliament

Summary

The tender is for a civil and patrimonial liability insurance policy for the Parliament of Catalonia. It covers the insured Parliament and its personnel against liability for damage caused to third parties, and also includes employers’ liability for workplace accidents, employees’ professional liability, advertising liability, liability relating to personal-data protection and liability arising from staff use of motor vehicles above the compulsory motor insurance cover. The general indemnity limit is EUR 6,000,000 per claim and insurance year; the workplace-accident limit per victim is EUR 600,000, and bidders may offer an increase to EUR 750,000, EUR 900,000 or EUR 1,000,000. The general deductible is EUR 300 per claim. Offers are scored on price (80 points), an increase to the workplace-accident indemnity limit (15 points) and retroactive cover of up to three years (5 points). The initial contract term is one year from 1 January 2027, with annual extensions for up to four additional years. The initial-year budget ceiling is EUR 26,000, and the estimated total value including extensions is EUR 130,000. The contract is not divided into lots. The bidder must be an authorised insurer and demonstrate the required turnover and relevant service experience.
