Summary

The procurement covers the supply of eight electric normothermia systems for the surgical area of the Vic Hospital Consortium, including installation, commissioning and staff training. The equipment must be new and include the control units, cables, sensors, accessories, warming mattresses and blankets, and transport trolleys needed for full operation. Air-mattress systems are not accepted. The systems must warm patients evenly and non-invasively, display patient temperature, reach the set temperature within 7 minutes, and include alarms and automatic shut-off for high and low temperatures. Other mandatory features include temperature increments of no more than 0.5°C, radiolucent components that keep the surgical area clear, no particles or airflow, and latex-free, antibacterial-treated and fire-resistant patient-contact mattresses designed to help prevent pressure sores. The lower half-body pad must be approximately 120 × 50 × 3 cm. Product data and technical documentation must accompany the bid. Delivery, installation and commissioning are due within 30 days of contract signature. The supplier is responsible for installation and any necessary adjustments, packaging removal and training. The minimum warranty is two years from commissioning, with maintenance during the warranty period provided to the hospital at no charge. The estimated contract value is EUR 57,700 excluding VAT, with a maximum budget of EUR 69,817 including 21% VAT. The contract is not divided into lots. Bids are assessed automatically: price is worth up to 45 points and technical added value up to 55 points. Additional points are available for, among other features, at least 10 temperature sensors (8 points), a lower mattress at least 190 cm long (4), a control unit with three interchangeable connections (5), four free upper arm-and-shoulder mattresses (8), a touchscreen (3), 0.1°C temperature increments (5), a shared connection for mattresses and blankets (4), automatic safety shut-off at 42°C ±0.5°C (5), a lower-mattress service life of at least 7 years and a control-unit service life of at least 10 years (3 points each), a 30–40°C adult temperature range (3), and a 12-month warranty extension to a total of 36 months (4).
