Cloud platform for detecting similarities in submitted work
Summary
The tender covers a cloud-based (SaaS) platform licence for detecting similarities in work, documents and assignments submitted at Pompeu Fabra University, together with implementation, integration with university systems, migration of documents from the previous platform, training and support. The platform must compare submissions against the internet, university and other permitted repositories, and open-access and subscription-based academic and publishing databases, and produce similarity reports. All technical requirements are mandatory. The solution must be operational by 1 January 2027; existing content must be migrated and university staff trained and supported within the following 15 days. The initial licence term is one year, with an option to extend for two additional years. The budget is €26,000 excluding VAT and €31,460 including VAT. Bids are scored automatically: price 50%, additional publisher databases 31%, additional comparison languages 4%, additional file formats 1%, comparison against archived web pages 10%, direct Google Docs integration 2%, and references to restricted-access publisher sources 2%. Bidders must meet the stated turnover requirement and have at least three relevant contracts with higher-education institutions. The bid must include the technical-compliance declaration and required offer documents; two user accounts must be supplied if needed to verify the application.
