Chemical analysis of narcotic substance samples

Summary

The contract is for the chemical analysis of approximately 320 samples of narcotic substances using nuclear magnetic resonance (NMR). The contractor must determine each sample’s chemical composition and constituent substances, identify new, health-endangering and emerging synthetic drugs, and report the findings through monthly, urgent where required, and final reports. Monthly reports must include, among other details, the sample number and origin code, drug type, and the types and proportions of substances detected. The final report must also cover substance distribution, adulterants and purity, and compare average purity with figures from the previous five years. Samples will be sent by organisations designated by the contracting authority, and the service covers the entire Basque Autonomous Community. The contract runs from 1 January to 31 December 2027 and may be extended from 1 January to 31 December 2028. The budget is €16,320 excluding VAT and €19,747.20 including VAT; the unit price per analysis must not exceed €51 excluding VAT. Payment is monthly, based on analyses performed and accompanied by the monthly report and invoice. Award scoring allocates up to 80 points to price, 15 to the work programme and methodology, and 5 to gender-equality measures. The bidder must meet the turnover and similar-service experience requirements. The person carrying out the analyses must have a chemistry degree or equivalent and at least one year’s experience in structural elucidation using NMR. The bid must set out the work organisation, tasks and timetable, and explain the laboratory analyses and use of public chemical-compound databases. Required declarations and commitments concerning staff and resources must be included. Bids must be submitted electronically in Basque or Spanish; the successful bidder must provide qualification evidence and a final guarantee of €816.
