Organisation and operation of the Transèquia event

Summary

MATMUSA is procuring a service concession for the full organisation, management and operation of the Transèquia sporting event. This annual, non-competitive event follows the historic canal route from Balsareny to Manresa and includes four participation formats: walking, mountain biking, non-competitive running and handcycling. The contractor must also organise the Minitransèquia. Responsibilities include registration, refreshment points, routes, volunteers, safety, communications, promotion, sponsorship and environmental measures. The initial contract term is three years, with two possible one-year extensions, for a maximum total of five years. The concessionaire earns its principal income from participant registrations and sponsorship and bears the commercial risk of demand and operating costs; MATMUSA guarantees neither minimum income nor that the event will take place every year. The contractor must pay MATMUSA a fee of at least €1,000 for each edition. MATMUSA will contribute, subject to a cap and supporting evidence, to medical and healthcare services and bus transfers. The estimated total contract value is €370,653.36 excluding VAT. Bidders must demonstrate financial and technical capacity and submit the required experience declaration and a technical proposal of no more than 20 pages. The technical proposal must score at least 25 out of 45 points and is assessed for event organisation and operation, safety and contingency planning, staffing and volunteers, communications and sponsorship, and sustainability. Automatic award criteria score the proposed concession fee, the event director’s experience and environmental commitments. The successful bidder must provide a €5,000 final guarantee.
