Compulsory motor insurance for vehicles collecting and transporting specified risk materials

Summary

The contract covers insurance for SARGA’s fleet of 56 vehicles used to collect and transport specified risk materials (MER) in Aragon. The fleet comprises 52 18-tonne trucks and 4 26-tonne trucks. The successful insurer must issue a fleet policy covering at least compulsory motor third-party liability, voluntary liability, personal accident cover for the driver and occupants, legal assistance, liability arising from transported cargo, own damage, fire, theft, glass damage and third-party insolvency. Comprehensive cover may have a deductible of up to €1,500. The minimum benefit for death or permanent disability of the driver or each occupant is €24,000, and medical expenses are unlimited for one year. Minimum limits are €50 million for voluntary liability, €1,000 for legal assistance, €150,000 for cargo liability and €6,000 for third-party insolvency. Glass and fire cover must have no deductible. The initial insurance period runs from 1 January to 31 December 2027, with a possible one-year extension for 2028. The estimated maximum annual premium is €1,680 per vehicle, or €94,080 for 56 vehicles; the total estimated value, including the possible extension, is €188,160. SARGA will pay only for vehicles actually insured and registered. The fleet size and composition may change during the contract, and newly added vehicles must receive the same coverage. The insurer must process vehicle additions and removals and issue insurance certificates on the same day a request is received. After a claim is reported, expert assessment must be arranged no later than the next working day; if the expert does not attend on time, the repair shop must be instructed to begin repairs and the insurer bears the repair cost. Bids must be submitted electronically by an insurer authorised to operate in Spain. Evaluation awards up to 30 points for improvements to coverage, up to 15 points for a lower deductible and up to 55 points for the offered premium.
