Technical support services in labour, financial and administrative matters for the Valencian Audiovisual Council

Summary

The procurement is for an integrated technical support service for the Valencian Audiovisual Council (CACV), covering labour, financial and administrative matters. The contractor will manage employment records and related procedures, calculate monthly payroll, extra payments, final settlements and salary differences, handle Social Security filings and submit tax returns, including forms 111 and 190. The work also includes accounting and year-end support, preparation and submission of annual accounts, tax advice, and obtaining official registry and administrative certificates. Services will be delivered remotely, with coordination meetings if needed at the Council’s offices in Castelló de la Plana and Valencia. The contract is not divided into lots. The initial term is 12 months, starting on 1 December 2026 or on the contract award date. Up to four 12-month extensions may be granted, with a total term not exceeding five years. The estimated value is EUR 121,428.50 excluding VAT, and the maximum tender budget is EUR 29,385.70 including VAT. Evaluation awards up to 70 points for price, 15 points for offering a faster initial response to critical incidents, and 15 points for shorter delivery times for exceptional reports and analyses. The standard initial response deadline is 24 working hours; working hours are Monday to Friday, 08:00–15:00, excluding public holidays. Requested exceptional reports, calculations and analyses are normally due within five working days after the contractor has received all necessary information; bidders may offer a shorter deadline. The contractor must protect confidential information and comply with data protection requirements. Paper documents may be used only where necessary and must then be either recycled paper containing at least 85% reused fibres and bleached without chlorine, or ecological paper; a responsible statement on compliance is due quarterly.
