Cybersecurity measures maintenance and operations for an essential service operator

Summary

Aguas de Lorca is procuring maintenance and operation services for cybersecurity measures protecting the industrial control systems of an essential service operator, divided into three lots: maintenance of firewalls separating IT and OT networks, including possible equipment replacement; licensing and maintenance of an industrial-network anomaly detection probe; and managed security monitoring and operational maintenance at Levels 1 and 2. The work includes renewing security-device licences, installation and configuration, system monitoring and incident response, documentation and reporting, and staff training. Bidders may tender for no more than two of the three lots. The contracts run for four years for Lot 1, one year for Lot 2 and four years for Lot 3, with no extensions. The budgets including VAT are €37,510, €22,990 and €111,320 respectively; the total estimated contract value excluding VAT is €142,000. Bids must be submitted electronically by 9 October 2026 at 13:00. Price is worth up to 80 points in each lot. In Lots 1 and 3, recent university teaching in cybersecurity, communications networks or Industry 4.0 earns 5 points per qualifying project team member, up to 10 points, and Palo Alto Networks status at least at Innovator partner level earns up to 10 more points. In Lot 2, Claroty FOCUS partner status earns up to 20 points. Bidders must demonstrate the required turnover, relevant experience, certifications and qualified technical personnel. Subcontracting is not permitted.
