Supply of 100% renewable electricity to the consumption sites of the Autonomous University of Madrid

Summary

The procurement covers electricity supply to the consumption sites of the Autonomous University of Madrid for 2027–2028. The contract is scheduled to start on 1 January 2027 and run until 31 December 2027, with a possible one-year extension. All electricity supplied under both lots must come from 100% renewable sources, with its origin demonstrated by guarantees of origin. Estimated total annual consumption is 34,273.48 MWh. Lot 1 covers high-voltage electricity (tariff 6.1 TD; estimated consumption 33,784.99 MWh per year), while Lot 2 covers low-voltage electricity (tariff 3.0 TD; 488.49 MWh per year). Bidders may tender for either or both lots, but must cover every consumption point in each lot tendered for. The total contract budget is €6,137,754.61 including VAT. The active-energy price is calculated hourly using the OMIE market price under a full pass-through pricing model. Bidders quote a fixed management and marketing charge per MWh, to three decimal places and at the same rate for all periods. Price is the sole award criterion. The permitted charge range is €0.200–€5.000/MWh, and scoring is based on the ratio of the lowest quoted charge to each bidder’s charge. The supplier will arrange access to the distribution network and the reading and validation of consumption data, issue a monthly invoice for each consumption point, and provide round-the-clock incident support. A single contract manager must be appointed within 5 working days, and a power-capacity optimisation study must be submitted within 2 months of the contract start. Participation requires evidence of the specified financial and technical capacity, ISO 9001 and ISO 14001 or equivalent management systems, and inclusion on Spain’s official electricity retailer list.
