Concession to operate Calzadilla Municipal Funeral Parlour

Summary

The tender is for a concession to operate the municipal funeral parlour in Calzadilla. The concessionaire must provide body storage and wake services and manage the facility as a whole, including maintaining the building and equipment, hygiene and safety, informing visitors, supervision, administration and staffing. The concessionaire bears operating costs, including utilities, taxes, maintenance and insurance, and assumes the demand and operating risks. The contract runs for 4 years and may be extended to a maximum total duration of 8 years. The user fee for use of the parlour is EUR 300 per day. Offers are scored out of 100 points: the proposed concession fee, up to 50 points; new furniture, up to 15 points; building improvements, up to 15 points (thermal, acoustic and lighting conditions, accessibility, energy efficiency and sustainability, user areas and building systems, worth 3 points each); accepting requests to use the parlour 24 hours a day, 365 days a year, 10 points, or for 12–24 hours a day, 5 points; and a company-owned staff transport vehicle and a vehicle adapted for funeral services, each worth up to 5 points. A furniture offer must include a description and price quotation, and the furniture must be installed within three months of contract signature; it becomes municipal property at the end of the contract. The offer must list proposed improvement works. To participate, bidders must submit a responsible declaration, a financial offer and the information for the award criteria, and demonstrate the required economic and technical capacity.
