Replacement of the artificial turf at Becerril de la Sierra football pitch

Summary

The contract covers replacement of 6,262 m² of artificial turf at the municipal football pitch in Becerril de la Sierra. The contractor will remove the old surface, repair the existing asphalt base, construct a 15 mm in-situ elastic layer, clean the drainage system, and supply and install 40 mm artificial turf with infill and field markings. The work also includes temporarily removing and reinstalling sports equipment, waste management, and testing and certifying the completed pitch. The system must meet FIFA Quality and FIFA Quality Pro requirements and applicable rules on microplastics and PAHs. The work must be completed within two months of contract signature. The estimated contract value is €205,198.34 excluding VAT; the maximum budget is €248,289.99 including 21% VAT. Bids are evaluated on price (up to 30 points), maintenance (6 points per offered year, up to 30), additional warranty (2 points per year, up to 10), and certified wear resistance (up to 30). Wear-test points depend on certified cycles: more than 250,000 and up to 350,000 cycles earns 5 points; more than 350,000 and up to 600,000 earns 15 points; 600,000 or more earns 30 points. No points are awarded for 250,000 cycles or fewer. Bidders must demonstrate relevant annual turnover of at least €205,198.34 and at least two similar supply-and-installation contracts completed in the last three years, each worth at least 60% of the estimated contract value. A coordinator with at least five years of sector experience and the specified technical qualification must be assigned to the contract. The bid must include the required technical information and FIFA laboratory test report, together with evidence of the coordinator’s qualifications. The successful bidder must provide public liability insurance of at least €300,000 per incident and victim and a definitive guarantee of 5% of the contract price. An additional 1% guarantee applies to bids initially considered abnormally low. No tender guarantee is required.
