Transport of Biological Samples, Vaccines and Consignments

Summary

The contract covers scheduled transport on eight routes between rural primary-care centres in the Badajoz health area and Badajoz University Hospital. It includes collection and delivery of biological samples (including blood, urine, bacteriology, PCR, public-health and pathology samples), laboratory consumables, documents and small consignments, including occasional medical records, as well as vaccine deliveries from rural health centres to their local clinics. Occasional urgent transport is also required outside the regular timetable. The contractor must provide eight vehicles: seven vans with at least 4 m³ cargo capacity and one refrigerated van with at least 4 m³ capacity. All vehicles must have an energy rating of at least B, and vaccine transport must maintain 2–8°C. Routine sample routes start at 08:00 on working days, with delivery to laboratories generally by 09:00–11:00; route-specific exceptions allow delivery by 12:00. Vaccine routes run on Mondays, Wednesdays and Fridays, and the working day must end at the point of origin by 16:00. Transport must be traceable and documented; records are submitted at least weekly and incidents reported immediately. The annual allowance for urgent transport is at least 50 hours at no extra charge, and the standard maximum response time is 60 minutes. An additional 10 annual hours can earn up to 10 points, and a shorter response time can earn up to 10 points. The contract runs for 24 months, has no lots and cannot be extended. The budget is €544,238.47 excluding VAT and €658,528.55 including VAT. Price is worth 60 points; up to 40 further points are awarded for vehicle emissions category and age, extra hours and urgent-response time. Bidders must demonstrate the required turnover and comparable transport experience and hold a valid transport authorisation (MDL card). The successful bidder must provide civil liability insurance of at least €500,000 and a performance guarantee equal to 5% of the bid price excluding VAT.
