Technical assistance for waste-service quality control and environmental education services

Summary

The procurement is divided into two lots. Lot 1 covers technical assistance and advice to audit and monitor the quality and performance of Benicàssim’s municipal solid-waste collection and transport, street cleaning, and fixed and mobile ecopark services. Work includes on-site and documentary inspections, verification of operators’ data, monthly reporting and calculation of a quality index, and technical support to the municipality in preparing certificates, potential penalties and other contract decisions. Lot 2 covers a continuous environmental-education service: designing and delivering campaigns, informing residents and major waste producers, advising on and inspecting waste practices, responding to enquiries, and implementing and monitoring the local waste-management plan. Bidders may apply for one or both lots. Lot 1 requires an independent audit approach and a suitably experienced inspection team; Lot 2 requires an environmental-education team, three full-time educators, three vehicles and a public-facing service office. The contract runs for three years from 16 November 2026, with one possible one-year extension. The three-year estimated value is €200,877.45 excluding VAT for Lot 1 and €585,309.66 excluding VAT for Lot 2; the total estimated value for four years is €1,048,249.48 excluding VAT. Offers are assessed on price and technical and quality factors. Bidders must meet the lot-specific turnover, relevant experience, staffing, insurance and documentation requirements.
