Environmentally sustainable security services for the Málaga Fairground

Summary

The tender covers private security services for the approximately 570,000 m² Málaga Fairground in Cortijo de Torres, including municipal warehouses, infrastructure and facilities. The contractor must patrol the site, prevent offences, carry out access checks when required, check that facilities are secured and submit daily incident reports. The work also includes supplying, managing and maintaining an alarm system for the municipal auditorium warehouse door and responding immediately to alarm incidents. Security services are not provided during the seven days of the Málaga Fair. The standard annual staffing requirement is one unarmed security guard for 16 daytime hours per day and two unarmed guards for 8 nighttime hours per day, for 358 days per year. In addition, daytime cover comprises one guard for 75 hours over 15 fairground set-up and dismantling days, two guards for 128 hours over 8 days in the horse-riders’ area, and one guard for 64 hours over 8 days at the municipal pavilions. The annual total is 11,723 hours. The contractor must also provide a security vehicle with journey tracking, communications and an RFID patrol-monitoring system with at least 20 check-in points. The auditorium warehouse alarm must be operational no later than one month after contract signature. The initial term is three years, with up to two annual extensions. The contract is not divided into lots. The budget including VAT is EUR 1,085,640.35; the initial three-year budget excluding VAT is EUR 897,223.43. Price is worth up to 25 points and quality criteria up to 75 points: optional training courses (up to 16 points), up to four additional alarm systems (up to 35 points), and use of a vehicle with an ECO environmental label (up to 24 points). To earn the training points, bidders must offer courses of at least 30 hours in communication skills and first aid, and at least 25 hours in emergency response; these must take place within the first three months and outside the scheduled service hours. Bidders must meet the financial and technical capacity requirements or provide the substitute contractor classification, and the successful bidder must hold the required private-security registration. Contract performance conditions also include offering staff a work-life balance plan and submitting greenhouse-gas and carbon-footprint reports at the start and near the end of the contract. The bid must comply with the tender documents and include the required evidence and declarations.
