Port Vell illuminated inflatable Christmas sculptures

Summary

The procurement covers the design and supply of illuminated inflatable decorative sculptures for the Port Vell public space during the 2026 Christmas campaign, together with transport, installation, maintenance and removal. The planned display includes a 12 m modernist Christmas tree, sculptural chimneys in two designs approximately 4 m high, and illuminated spheres linking parts of the route. The estimated contract value and tender budget are €79,500 excluding VAT (€96,195 including VAT); price is the sole award criterion. All items must be suitable for outdoor use and withstand UV radiation, moisture, salt, abrasion and prolonged use. Requirements include uniform LED lighting (RGB or equivalent for the spheres), a safely protected continuous-air inflation system, an outdoor electrical supply of 220–240 V, 50 Hz, and at least IP65 protection; IP67 is preferred in particularly exposed locations. The supplier must ensure stability, anchoring and ballast, public safety, and security during installation and dismantling. Permanent fixings and changes to the paving require Port Vell’s prior approval. Electrical connections must extend to the distribution board specified by Port Vell, and a backup generator must be provided in case that board fails. Port Vell bears the electricity consumption cost. All items must be delivered by 1 November 2026 at the latest, and supply and installation must begin no later than 23 November. The lighting period runs from 27 November 2026 to 6 January 2027; lighting tests must take place at least three days before the general switch-on. Before commissioning, the supplier must provide a competent technician’s endorsed certificate confirming correct installation and assembly. The supplier must provide sufficient production and maintenance staff throughout the contract, a 24-hour phone contact for notices and incidents, and a designated liaison. Bids must be submitted electronically through the VORTAL platform. The bidder must submit the required responsible declaration and a financial offer with itemised costs for acquiring each element, installation, operation, maintenance and dismantling. To qualify, the bidder must demonstrate annual turnover of at least €119,250 excluding VAT in the best of the five most recent available financial years, and at least two similar supplies completed during the last five years; their combined value in the year of highest performance must be at least €55,650 excluding VAT. The bidder’s business activity must relate to the contract. The successful bidder must provide a final guarantee equal to 5% of the award amount and civil liability insurance for the contract amount, valid until full completion.
