Supply of ballot papers and voting envelopes for the 2027 Parliament of Cantabria elections

Summary

The procurement is for ballot papers and voting envelopes for the elections to the Parliament of Cantabria on 23 May 2027. It is divided into two lots: Lot 1 covers 11,080,000 ballot papers and Lot 2 covers 5,580,000 envelopes. Both must be made from sepia-coloured paper. Ballot papers must show the approved candidate information and be packed in the specified bundles and boxes; envelopes must meet the specified dimensions and opacity requirements. A bidder may tender for either or both lots. The total contract budget is EUR 198,344.19 including VAT: EUR 103,339.61 for Lot 1 and EUR 95,004.58 for Lot 2. Unit prices must not exceed EUR 0.007708 per ballot paper or EUR 0.014071 per envelope, excluding VAT; bids exceeding these ceilings will be rejected. Price is worth up to 80 points, and an offer to deliver supplementary ballot papers or envelopes more quickly is worth up to 20 points. The normal maximum delivery period for supplementary quantities is five calendar days; offers of one to four days receive additional points. Electoral deadlines are strict. Ballot papers must be delivered within 10 calendar days after the candidacies are proclaimed, except materials for postal, overseas-resident and consular voting, which are due within 48 hours. Envelopes are due within 10 calendar days after approval of the model, with the same 48-hour exception for those special voting channels. Supplementary quantities must be delivered within five calendar days. The supplier must also arrange approval of print proofs, packaging, transport, unloading and delivery to the locations specified by the authority, at its own cost. Bidders must demonstrate the required financial and technical capacity, relevant experience supplying materials for elections, and the ability to maintain a continuously available contact person in Santander or within 150 km, able to respond within 90 minutes, as well as written confirmation from a paper supplier able to provide sufficient sepia paper. The bid must include the required declarations, price offer and, if applicable, an improvement offer. The successful bidder must provide supporting qualification and tax-compliance evidence and a definitive guarantee of 5%. The bid submission deadline should be checked in the contract notice.
