Supply of QR and MRZ-capable barcode readers to tax authority offices

Summary

The Spanish tax authority is procuring at least 800 barcode readers for its offices. The readers must scan QR codes generated by the MiDNI digital identity app and the machine-readable zones (MRZ) on identity cards and passports. They must also read common 1D and 2D barcodes and support both handheld use and hands-free operation on a desktop stand. The minimum quantity is 800 devices, with a maximum budget of EUR 121,000 including VAT and a maximum unit price of EUR 125 excluding VAT. A lower unit price may allow more devices to be supplied within the same budget. Price is the sole award criterion. Bidders must submit a technical offer, evidence of compliance with all minimum technical requirements, and a sample device with the necessary configuration codes and user manual. The sample must be delivered before the bid is submitted and must pass the authority’s technical checks. Delivery to the authority’s central and regional offices is due within 45 days from 1 November 2026, or from the day after contract signature if later. The devices must have a warranty of at least three years; faulty or damaged units must be replaced within 12 hours, and a free stock reserve equal to 2% of the devices must be maintained. Bidders must meet the financial and technical capacity requirements, including turnover of at least EUR 150,000 and at least EUR 70,000 in relevant previous supplies or work.
