Rental and Installation of Christmas Lighting in Torrent

Summary

The Municipality of Torrent is procuring a complete rental and installation solution for decorative Christmas lighting in public spaces for the 2026/2027 season. The contract is not divided into lots. It covers the rental, transport, installation, testing and legalisation of LED decorations and the necessary electrical installations, their maintenance while in use, and their removal after the Christmas period. Decorations will be installed on streets, squares and municipal buildings in Torrent. The planned features include illuminated arches, decorations mounted on street-light columns, lighting for trees and planted areas, light figures, and illuminated Christmas-tree and photo-point features. The lighting is generally to operate from 20 November 2026 to 9 January 2027, with installation completed at least 72 hours before 20 November. All installations must be removed by 31 January 2027 unless the contracting authority sets another date in writing. The estimated contract value excluding VAT is €81,878.89; the maximum budget including 21% VAT is €99,073.46. Offers will be assessed on price (up to 50 points) and response time for emergencies or urgent faults (up to 35 points). Each bidder must submit a mandatory technical description with its offer, covering maintenance planning and a full installation warranty, work-quality controls, and the number and type of additional decorative items offered for a value of €4,000. Bidders must demonstrate the required turnover and comparable experience and hold authorisation to install low-voltage electrical systems. The team must include at least a technical lead with the required industrial technical engineering qualification, an administrative officer and suitably qualified electricians. Offers must be submitted electronically by the deadline stated in the contract notice.
