Renewal of road and pavement surfaces in Cella

Summary

The contract covers the renewal of road and pavement surfaces on Larga San Cristóbal, Fuensanta, El Cid, Albarracín, Sánchez de Motos, Jaime, Virgen del Pilar and Matadero streets in Cella. The works include removing damaged existing surfaces, renewing pavements, milling the road surface to an average depth of 5 cm, and laying a new AC 16 SURF 50/70 D hot-mix asphalt wearing course with an average thickness of 5 cm. The pavement works include a compacted aggregate base, concrete kerbs and a 15 cm fibre-reinforced concrete surface. The works must be completed within one month. The estimated contract value is EUR 56,450 excluding VAT, and the maximum budget is EUR 63,304.50 including 21% VAT. Bids must be below the budget; price is the sole award criterion. The contract is not divided into lots. Bids must be submitted electronically within 20 calendar days beginning the day after publication of the contract notice. Each bid must include a responsible declaration and a priced offer showing VAT separately. Bidders must meet the statutory conditions for participation and demonstrate the required financial and technical capacity. The requirements are annual turnover of at least EUR 84,675 in the best available financial year from 2023 to 2025, and at least two similar road-paving projects completed during the previous five years, each worth at least EUR 28,225 excluding VAT. The specified works-contractor classification may be used as an alternative means of demonstrating capacity. The bidder selected for award must provide the final supporting evidence and a 5% final guarantee; an additional 5% guarantee applies if its bid is initially presumed abnormally low.
