First-level control and external audit services for the POCTEP project

Summary

Aracena City Council is procuring first-level control and independent external audit services for the POCTEP project 0344_FORTOURS_IV_5_E. The auditor must verify the reality, supporting evidence and eligibility of all project expenditure (100%), confirm that costs have been paid, and check compliance with the project budget, financing plan, eligibility period, public procurement rules and other applicable requirements. The work includes administrative checks of all expenditure documents and at least one on-site check for each expenditure certification and project; additional checks are required at significant milestones. The auditor must report the results, list verified and rejected costs with reasons for rejection, and provide the required checklists and reports. The estimated contract value is €2,479.34 excluding VAT and €3,000 including 21% VAT. The contract runs from signature until 31 December 2028 and may be extended if project needs require it, up to a maximum total duration of five years. Bidders must demonstrate the required financial and technical capacity, and the auditor must be registered with ROAC. Award scoring includes price (up to 40 points), a shorter deadline for delivering verification documents (2–15 calendar days; up to 5 points), the proposed number of on-site checks (5–10; up to 5 points), experience auditing POCTEP projects in the previous five years (up to 10 points), and the methodology, work plan and schedule (up to 10 points each). Offers must be submitted on paper within 15 calendar days from the day after publication of the notice.
