General labour services at the Navy Social and Sports Centre in Ferrol

Summary

The tender is for on-demand general labour and basic maintenance services at the Navy Social and Sports Centre, El Montón, in Ferrol. Tasks include minor repairs and painting; replacing bulbs and fluorescent tubes at heights of up to 4 metres; simple electrical, plumbing and carpentry work; moving materials; organising stores; and cleaning outdoor areas, drains, gutters, grilles, beaches and waste containers. Containers must be cleaned and disinfected every three months, or sooner if necessary. The contract is reserved for special employment centres established as social initiatives, and the incoming contractor must take over the existing workforce as required. At least six workers must provide the service. The initial term runs from 1 December 2026 (or the later contract-signing date) to 15 March 2027, or until the available funds are exhausted. An extension is provided for from 16 March to 31 December 2027, or until the funds are exhausted. The initial volume is 2,462 hours and the extension volume is 7,320 hours. The usual schedule is 08:30–13:30 on working days, but the Centre may change the schedule and arrange work on weekends or public holidays when needed. Each hour worked on those days counts as two working-day hours, and such hours may not exceed 30% of the total service hours. The maximum tender price is €33,237 excluding VAT, or €13.50 per hour; the budget including VAT is €40,216.77. Price is worth up to 70 points and service-quality enhancements up to 30 points. Scored enhancements include up to 100 free additional hours, a technical report, work-organisation proposals, additional occupational-safety measures, specified replacement staffing, additional work-life-balance measures, quality control and an annual training plan. Participation is limited to the specified social-initiative employment centres. Bidders must meet the turnover and relevant-experience thresholds and submit their tenders electronically. The successful bidder must provide guarantees and at least €150,000 in liability insurance, and comply with employment, tax, social-security and occupational-safety requirements.
