Supply of desktop computers

Summary

The tender is for the supply of new desktop computers to the Inca Regional Hospital to replace ageing equipment and ensure sufficient computers for hospital operations. The contract is not divided into lots. The budget covers at least 174 units, with as many computers as possible to be purchased within the available amount. The maximum unit price is €1,233 excluding VAT, and the maximum contract budget is €214,542 excluding VAT. Delivery is to the Inca Regional Hospital within one month, starting the day after contract signature. The computers must have a five-year warranty and support period; faults must be resolved within no more than one month. The computers must be compact mini PCs with a volume of no more than 1.3 litres and maximum dimensions of 185 × 190 × 42 mm. They must have a processor launched in 2025 with at least 14 cores, 24 MB L3 cache, an NPU of at least 13 TOPS, hardware-based out-of-band management with remote KVM, and a PassMark score above 29,000. Minimum memory is 16 GB DDR5-5600, expandable to at least 64 GB; storage must include at least a 512 GB NVMe PCIe 4.0 ×4 SSD, expansion capacity of at least 2 TB and two drives. Requirements also include integrated graphics, support for up to two monitors, HDMI 2.1 and DisplayPort 1.4a outputs, keyboard and mouse, Ethernet and at least seven USB ports, including specified USB-C and USB-A ports. The device must have a TPM 2.0 security chip and BIOS options to control USB ports, securely erase the drive and recover the operating system. All computers must be new, original manufacturer products brought to market from 2025 onwards; used, end-of-life or discontinued models and computers assembled from third-party components are not accepted. Windows 11 Pro is required. The computers must have EPEAT Gold or an equivalent ecolabel and meet ENERGY STAR 9.0, RoHS and TCO Certified 10.0 requirements; they must also pass at least seven MIL-STD 810H robustness tests. Noise in idle mode must not exceed 20 dB and unboxed weight must be below 1.2 kg. The supplier must provide a cloud-based AI fleet-monitoring solution with a five-year licence, compatible with equipment from any manufacturer and integrable with the hospital’s existing management tools. If requested, the replaced equipment must be removed. The bid must include a unit-price offer, an illustrated document of no more than 10 pages addressing compliance with the technical minimum requirements, and a technical datasheet for the proposed computer with precise references to manufacturer documentation. Price is the sole award criterion, worth up to 100 points: the lowest bid receives 100 points and a bid at the maximum unit price receives 0. Participation requires the European Single Procurement Document and the required responsible declaration; the successful bidder must substantiate the turnover and comparable experience requirements. Bids must be submitted electronically. Subcontracting is not permitted.
