Summary

The procurement covers a centralised electronic notification management platform and the secure custody and authorised use of LogiRAIL’s corporate digital certificates. The supplier must manage the receipt, classification and routing of notifications, track deadlines and maintain audit trails, while managing the lifecycle of certificates. The solution must support integration with Microsoft 365 and corporate document repositories. The contract also includes implementation, support and user training. The solution may be cloud-based, on-premises or hybrid. The expected contract term is 30 October 2026 to 29 October 2029, with two possible 12-month extensions. The maximum budget is €62,200 excluding VAT (€75,262 including VAT), and the estimated contract value is €102,000. Bidders must submit a technical proposal and a separate price proposal; the technical proposal accounts for 51% of the evaluation and the financial proposal for 49%. Bidders must meet the qualification and compliance requirements, including holding a National Security Scheme certificate at minimum High category and providing evidence of at least two relevant assignments completed during the last three years.
