Evaluation of teaching teams and leadership as a factor in educational success

Summary

The Barcelona Education Consortium is procuring an evaluation service to establish how teaching-team experience, composition, absences and mobility, together with school leadership, affect staff wellbeing, school climate and student learning outcomes. The work includes analysing teaching-team data, preparing a catalogue of effective leadership practices, assessing the training and support needs of public-school leadership teams, and creating a composite indicator of team mobility and cohesion. The evaluation must combine quantitative analysis of administrative data, a questionnaire for school leaders, and interviews, focus groups and observations at selected schools. The study covers public and publicly funded private schools providing compulsory education in Barcelona; its work on teachers and leadership needs focuses on public schools. The results must be delivered within 12 months of the start of the work, and the contract lasts 12 months. The budget is €44,600 excluding VAT and €53,966 including VAT. The bid must include a compliant technical proposal of no more than 40 pages and evidence of the required experience and team qualifications. Offers are assessed on technical quality (45 points), price (45 points), and permanent employment contracts and gender parity (10 points in total). At least 28 of the 45 technical points are required. The final work must be delivered at least in Catalan.
