Supply of packaged medicinal and medical-device gases to Sureste University Hospital

Summary

The procurement covers the supply of packaged medicinal gases and other gases used by Sureste University Hospital. It is divided into two lots: Lot 1 covers gases classified as medicines, while Lot 2 covers gases classified as medical devices. Products include, among others, medical oxygen and air, carbon dioxide for laparoscopy, argon, gas mixtures and liquid nitrogen; Lot 2 also includes daily cylinder rental. The estimated net value for 12 months is €208,710.07 in total, or €226,691.24 including VAT. The estimated total contract value, including a possible 12-month extension, is €417,420.14. Bidders may tender for either or both lots, and the same bidder may be awarded both. The initial term is 12 months, with an option to extend for a further 12 months. The supplier must meet the hospital’s needs on any day of the week, including weekends and public holidays. Normal delivery must take place within 24 hours of an order and emergency delivery within 8 hours. The supplier is responsible for the maintenance and safety of cylinders and storage equipment, transport and related costs, and must provide the required certificates and order documentation. Medicinal-gas filling sites must have a system that traces product batches. The supplier must provide a personalised, year-round, 24-hour support service, carry out a general cylinder inventory at least annually, and comply with applicable requirements and standard UNE 179010. For Lot 2, all compact 5-litre oxygen cylinders supplied to the hospital must have digital residual-pressure monitoring. Evaluation takes account of price, a logistics plan demonstrating supply reliability, annual training on medicinal-gas management and, for Lot 2, digital cylinders and a real-time cylinder-location system. A site visit before submitting an offer is mandatory and must be certified. Bidders must submit the required qualification and compliance documents and, where applicable, authorisations for medicinal-gas activities and products.
