Expansion and maintenance of the video surveillance system in central Vitoria-Gasteiz
Summary
Vitoria-Gasteiz City Council is procuring 13 new cameras, recording equipment and associated infrastructure to expand its central-area video surveillance system, including supply, installation, configuration and integration with the existing system. A separate Lot 2 covers the commissioning and documentation of the entire system, preventive and corrective maintenance, operational support and further development, applying to both the equipment installed in 2024 and the new equipment under Lot 1. Bidders may tender for either lot independently. Lot 1 also includes power and data cabling, a fibre-optic connection to two locations, mounting accessories, integration of the cameras and recorders with the existing control system, and surveillance warning signs. The system must be compatible with the existing video surveillance solution, and the complete video hardware and software solution must come from a single manufacturer. Recording must retain images from the new cameras for at least 30 days; the central recording design must provide at least 64 TB of effective capacity after RAID protection and camera input throughput of at least 1,800 Mbps. Modern video analytics, search functions for recorded footage and secure data transmission are required. Lot 2 includes initial technical and documentary regularisation during the first two months, remote fault diagnosis and resolution, on-site intervention where needed, and scheduled maintenance. For critical failures, the response time must be under four hours and attendance on site no later than the next working day; on-site attendance must be within fewer than three working days for high-priority faults and fewer than one working week for medium- or low-priority faults. Preventive remote reviews take place four times a year, with a comprehensive remote and on-site audit once a year. The baseline corrective-maintenance allowance is 30 hours of remote support, 30 hours of on-site technician time and 10 hours of technical-office work; bidders may offer additional hours. Lot 1 must be completed within four months of contract signature. Lot 2 lasts one year from acceptance of Lot 1. The total estimated budget is €123,966.94 excluding VAT (€150,000 including VAT): €97,866.94 excluding VAT for Lot 1 and €26,100 excluding VAT for Lot 2. The successful bidder must provide a final guarantee of 5% of the award amount for each lot. Participation requires meeting the financial and experience thresholds, committing the required qualified staff and submitting a technically compliant bid. Bids must be submitted electronically through the Euskadi procurement platform.
