Market survey for a nurse call and personal safety system

Summary

This is a market survey and market dialogue, not a contract notice or request for tenders. Varsinais-Suomen wellbeing services county is preparing an open procedure for a framework agreement covering nurse call and personal safety systems, primarily for services housing older people. The planned framework would select 1–2 suppliers for an initial two-year term with a possible two-year option. The future request for tenders is expected in early 2027. The authority is seeking an integrated, scalable and wireless solution that can operate during power or network outages and transmit alerts to staff mobile devices over the authority’s WLAN or GSM network. Expected capabilities include resident exit monitoring, indoor and outdoor location tracking, two-way voice communication, room-specific and mobile-person alerting, detection of unusual events such as falls, third-party alarm integration, video door entry, activity bracelets and address-based fire alarm data transfer. Suppliers should also describe support services, licensing and costs, and possible SaaS, cloud, local-server or third-party hosting models. Suppliers wishing to participate in the market dialogue should express their interest by email by 30 September 2026 at 12:00. System demonstrations are planned for approximately week 41, after which technical dialogue may take place. Participation is non-binding and is not a prerequisite for the future procurement.
