Opening two operational current accounts for receipts and payments

Summary

The tender seeks two new operational current accounts for receipts and payments with banks where the Provincial Council of Tarragona does not currently hold an account. Each lot has an initial balance of €1,000,000. The accounts will enable citizens to pay taxes and public fees and the Provincial Council to make payments to third parties. They are also intended to earn interest on balances and diversify the risk of concentrating funds. Deposited funds must be available immediately when needed. The contract runs for four years, and the bank must make the service available within 30 days of contract signature. There is no extension. The procurement has two lots; a bidder may submit an offer for both but can be awarded only one. The offer must describe the account’s financial characteristics, state an interest rate linked to EURIBOR or €STR plus or minus a spread, and specify how often interest is settled. Interest remuneration is worth up to 90 evaluation points; monthly settlement earns 10 points and quarterly settlement earns 5. The calculated interest rate must be positive. The account must support receipts and payments, online banking, balance and transaction enquiries, and data exports in XLS and PDF formats. Transfers must be supported through SEPA files and online banking, and transaction data must be transmitted daily. Any file-transfer or receipt error must be corrected within 48 hours. Administration, maintenance, cash-withdrawal, cheque-issuance and online transfer fees within the European Economic Area are not permitted; payment beneficiaries must receive the full amount transferred. Only banks that do not already hold an account for the Provincial Council may participate. Bidders must be registered in the Bank of Spain’s register of credit institutions, have annual turnover of at least €250,000, and have delivered at least one comparable current-account management service for collections and payments during the previous three years.
