Layout and visual adaptation of Barcelona science and innovation campaign materials

Summary

The City of Barcelona is procuring layout and visual adaptation services for campaigns and communications activities run by its Department of Science and Innovation. The work includes adapting existing designs for print and digital channels and, where needed, creating new designs. Materials may include outdoor advertising, print and web banners, social media content, posters, publications, event materials, videos, infographics and other communication items. The contractor must provide a cost breakdown within two working days of each assignment, make requested revisions, and deliver print-ready, publication-ready and editable source files. The maximum budget is EUR 30,000 excluding VAT, or EUR 36,300 including VAT. The initial contract term is 12 months, with possible extensions of up to a further 36 months. The contract is not divided into lots. The bid must include a practical design sample for the 2027 City and Science Biennial: two static horizontal banners sized 728 × 90 and 1920 × 1080 pixels, one animated vertical banner sized 1080 × 1920 pixels, and a proposed layout for a printed programme. The sample is worth up to 40 points, and a score of at least 16 points is required for the bid to proceed to the next evaluation stage. Evaluation also awards up to 35 points for a discount on the listed unit prices, 15 points for shorter delivery times and 10 points for the ability to handle simultaneous assignments. To participate, the bidder must demonstrate annual turnover of at least EUR 30,000 in the best of the last three financial years and at least EUR 20,000 in similar services performed during its highest-performing year in the last three years. The team must include at least two graphic designers with a suitable professional qualification and at least two years of relevant experience. The bid must include the required procurement passport and responsible declarations; the selected bidder may be asked to provide annual accounts and evidence of experience and staff qualifications. Unit prices must not exceed the stated maximums, and the bid must offer one discount rate applicable to all listed prices.
