The contract covers refurbishment of the tourism office building in Villablino, including improved accessibility and energy efficiency. The works include demolition and construction needed to install a lift, a lift shaft and entrance ramp, improved insulation and replacement of external windows, installation of a biomass boiler, and internal reconfiguration. The works form one contract with no lots, and the completion period is 7 months. The tender budget is €250,572.12 including VAT; the estimated contract value is €207,084.40 excluding VAT. Offers are scored on price (up to 30 points), an extended warranty period (up to 35 points), and a shorter completion period (up to 35 points). The standard warranty is 1 year; a 3-month extension scores 17 points and a 6-month extension scores 35 points. The completion period may be reduced by up to 2 months. A successful bidder offering a shorter period must submit a work programme justifying the reduction within 5 working days of signing the contract. The offer and required declarations must be submitted electronically in Spanish as a single file; the submission period is 20 calendar days from publication of the contract notice. The successful bidder must provide a final guarantee of 5% and insurance cover of at least €300,000 per claim and per victim. During the works, waste must be sorted, and packaging and empty containers must be disposed of through the appropriate channels.
