Supply of C-type heating oil for the Nuclear Safety Council headquarters

The contract covers the supply of C-type heating oil for the heating installations at the headquarters of the Nuclear Safety Council. It runs for one year and may be extended for at least three months and for up to two additional years in total. This is a unit-price contract with a spending ceiling: the estimated maximum annual quantity is 50,000 litres and the annual budget cap is EUR 61,266.70 excluding VAT, or EUR 74,132.71 including VAT. The buyer is not required to purchase the full quantity or spend the full amount. The estimated total value, including possible extensions, is EUR 183,800.10 excluding VAT. The discount offered against the reference price for heating oil is worth up to 90 points, and delivery time is worth up to 10 points: delivery within 24 hours earns 10 points, within 48 hours earns 5 points, and within 72 hours earns 0 points; an offer exceeding 72 hours is rejected. No tender guarantee is required, but the successful bidder must provide a performance guarantee equal to 5% of the final offer price excluding VAT. During performance, the contractor must maintain measures to calculate, monitor or reduce greenhouse-gas emissions and provide evidence within three months of contract signature.
