Concession to operate a café at the Royal Palace of Madrid

Summary

The concession grants the right and imposes the obligation to operate a café for visitors in the Genoa Halls of the Royal Palace of Madrid. The menu may include drinks, coffee, hot and cold tapas, sandwiches and prepared dishes, but this is a café without a full kitchen: cookers, griddles and industrial fryers are not permitted. The café must open during the required visitor-service hours, keep the full menu available, provide prompt, high-quality service and maintain a particularly high standard of cleanliness. The bid must include design proposals, with images, for the service furnishings and male and female staff uniforms, as well as a varied food-and-drink menu showcasing Spanish cuisine. The contract runs for 12 months, with extensions of up to 24 months in total. The minimum fixed concession fee is €36,000 per year excluding VAT, and the variable fee must be at least 2% of turnover; bidders may offer higher amounts. Bids are assessed on quality as well as the fee and other automatically scored terms. Bidders must score at least 20 out of 40 in the qualitative stage. A discount of at least 30% must be offered to Patrimonio Nacional employees; a 40% discount earns additional points. Bidders must demonstrate the required financial and technical capacity and name a café manager with at least five years’ experience managing bars or restaurants. The successful concessionaire must maintain valid civil liability insurance of at least €3 million and workplace accident insurance, provide suitable staff and service equipment, and give the contracting authority real-time access to the café’s complete sales data.
