Homelessness and housing vulnerability support service in Esplugues de Llobregat

Summary

The contract is for socio-educational intervention, street outreach and integrated case management for people and families experiencing homelessness or extreme housing vulnerability in Esplugues de Llobregat. The provider must actively identify people across the municipality and build a trusted relationship with them, assess their needs, develop individual or family support plans, and help them access basic necessities, accommodation, benefits, documentation, and health or mental-health services. The work also includes responding to urgent social situations and coordinating with municipal social services, police, healthcare services, non-profit organisations and the local community. The contract lasts one year from the planned service start on 1 November 2026, with no extension. The budget allows for a service break in August. The estimated contract value is €59,423.07 excluding VAT, and the budget ceiling is €65,365.38 including 10% VAT. One full-time specialist will work 38 hours per week, and the provider must appoint a separate technical coordinator. Subcontracting is not permitted. Bidders must submit a technical project, a price proposal and the required declarations. The technical project is worth up to 45 points, and a score of at least 31.5 points is required to remain in the competition; price is worth up to 30 points. A further 25 points are available for offering an annual emergency fund of at least €500, one or two workshops of at least 90 minutes each per year, a 4G/5G-connected tablet made available within the first month, and at least 15 hours of specialist training per year for the assigned professional. The successful bidder must ensure continuity of service, comply with data-protection requirements, provide the data-management tools specified in the tender documents, and submit a final performance guarantee of 5% of the award price excluding VAT.
