Summary

The contract covers school transport on route P05 from Castellar del Riu to schools in Berga and back. On each school day, the operator must provide a morning journey from the stops to the schools and an afternoon return journey along the same route in reverse order. Stops include Masies Puigventós, Espinalbet, Obaga de Queralt, Berga Centre, and Escola FEDAC Xarxa, Escola La Valldan and Escola Sant Joan. Only pupils authorised by the county council may use the service. The initial term covers the 2026–2027 and 2027–2028 school years, with an option to extend for one school year, 2028–2029. The service runs on school days, estimated at no more than 177 days per school year. The daily unit price covers both journeys and must not exceed €127.68; the equivalent price per journey is €63.84. The initial-term budget ceiling is €45,198.72, and the estimated total contract value, including the extension and possible modifications, is €81,357.69. Invoices may cover only days on which the service was actually provided; if the authority permits only one journey for a justified reason, 50% of the daily unit price may be charged. The tenderer must provide a vehicle with at least nine authorised seats, including the driver’s seat, and a suitable replacement vehicle. Both vehicles must meet school transport safety requirements and have valid inspections, permits and insurance. Drivers must hold valid driving licences and required professional authorisations; staff who have regular contact with minors must hold the legally required safeguarding certificate. The operator must ensure punctual and safe transport, supervise pupils boarding and leaving, report incidents immediately, and keep winter equipment available from 1 November to 30 April. Evidence relating to vehicles, drivers, permits, insurance and operating protocols must be submitted before the service starts. The procurement uses an open procedure, with bids submitted electronically within 15 calendar days beginning the day after publication of the contract notice. Evaluation awards up to 40 points for price, 20 for the main vehicle’s environmental rating, 20 for vehicle age and 20 for four-wheel drive. The highest-ranked tenderer must provide a final guarantee equal to 5% of the maximum initial-term contract value, excluding VAT.
