Construction and operation of a collaborative residential centre for older people in Navalagamella

Summary

Navalagamella is granting a non-profit association, foundation or social initiative cooperative the right to use municipal land at 23 Calle Amargura for 75 years to build, manage and operate a collaborative residential centre for older people, supporting independent living and mutual care. The site measures 6,078.55 m². The annual concession fee is €10,000, adjusted in line with the consumer price index; the concessionaire bears the construction and operating risks and costs. Applicants must be non-profit associations, foundations or social initiative cooperatives whose stated purpose includes serving the target group and which are registered in the relevant register. They must demonstrate financial and technical capacity, including the ability to cover at least 25% of the construction material execution budget. The proposal must provide the required management and development team and an architecture and engineering team with experience in at least two multi-family residential projects using industrialised timber construction. Bids must include an architectural design proposal and a description of the centre’s organisation, management and services, together with the required social and intervention plans. The building must meet accessibility, energy-efficiency and environmental sustainability requirements, including energy rating A and industrialised timber construction. The construction must provide at least 50% of the plot’s maximum permitted floor area. Bids must be submitted on paper within four months from the day after publication of the contract notice, in three separately sealed envelopes. The provisional guarantee is 2% of the public land value plus 2% of the construction material execution budget; the successful bidder later provides a final guarantee of 3% plus 3%. Evaluation awards up to 20 points for the architectural proposal, 20 for the annual fee offered, 30 for making services available to local older people, 20 for an agreement supporting local employment, and 10 for additional relevant experience with timber-structured residential buildings.
