Mandatory maintenance of Eibar’s municipal lifts and lifting equipment

Summary

The tender concerns mandatory maintenance of 57 municipal lifts and other lifting equipment in Eibar. The equipment is located in schools, senior citizens’ centres, cultural and sports buildings, multipurpose buildings and outdoor locations. The service provider must carry out monthly preventive maintenance, respond to faults and keep the equipment operational within the time limits set in the tender documents. The contract runs from 1 January to 31 December 2027 and may be extended three times for one year each. The first-year budget is €204,894 excluding VAT; the estimated total value including extensions is €825,576 excluding VAT. Offers are assessed on maintenance organisation and plan (30 points), a technological upgrade proposal (10), prices for spare parts, consumables and labour for work outside the contract (10), and price (50). Price is the only criterion scored by formula. At least 50% of the points available for the criteria assessed by professional judgement is required to continue. Proposed technological upgrades must be carried out during the first six months of the contract at no cost to the municipality. Bidders must submit an electronic offer with a maintenance plan and the other required documents, and demonstrate the required financial and technical capacity. The successful bidder must provide a definitive guarantee equal to 5% of the contract award amount excluding VAT. Contract performance is subject to labour, Social Security, occupational safety, data protection and language obligations.
