Comprehensive Learning Platform for the RTVE Institute

Summary

The contract is for a comprehensive learning platform for the RTVE Institute, replacing the current separate systems and bringing together academic administration, online learning, course publication and sales, audiovisual learning content, and corporate integrations. The work covers design, development, deployment, integration, migration of data and learning histories, and operation and management of the solution throughout the contract. RTVE will own the bespoke developments, configurations and data model; at the end of the contract, the contractor must hand over the data in open, reusable formats and ensure continuity without technological dependence. The platform must support up to 30,000 active learners per year and retain the complete history of users and learning activity. It must serve learners in vocational education, master’s programmes, continuing and internal training, as well as teachers and administrative staff, and integrate with systems including SAP and RTVE’s identity-management systems. The core platform must be operational within two months of contract signature; full integration of vocational and internal training must be completed by July 2027 at the latest. The contract runs for up to 38 months. Work may be performed remotely and at RTVE premises, but not from offices outside the European Union. The estimated contract value is €2,200,000 excluding VAT, with a total tender budget of €2,662,000 including VAT. The fixed component covers the platform and training implementation; an additional on-demand professional development service is estimated at 9,000 hours, with a maximum unit rate of €50 per hour. Bidders must submit a complete technical and financial proposal and demonstrate the required turnover, comparable project experience, and current ISO 27001 and ISO 20000 certificates or equivalent evidence. Evaluation considers the technical solution and team, an accelerated implementation schedule, and price; bidders must score at least 10.5 out of 30 in the qualitative technical criteria.
