Service for the delivery of the “Menjar a casa” programme 2026–2027

Summary

The procurement covers preparation and home delivery of lunches under the Paterna municipal “Menjar a casa” programme for older people and, exceptionally, people with disabilities or recognised dependency. The service is for up to 100 users and includes preparing, packaging and delivering a two-course meal with dessert every weekday throughout the year, including holidays, within Paterna. Menus must accommodate each user’s medically prescribed diet. The contractor must also manage food safety, delivery information, user feedback and the reporting of risk incidents to social services. The initial contract term is two years from 11 November 2026 or, if later, from the date of signature. It may be extended by up to two years, for a total maximum term of four years. The estimated budget for the first two years is €340,600 excluding VAT and €374,660 including 10% VAT. Bidders offer a unit price per meal; the tender documents state a reference price of €6.55 excluding VAT or €7.20 including VAT. The municipality pays 66% of the unit price for services delivered and the user pays the remaining 34%. Price carries up to 49 points and quality and improvements up to 51 points. Improvements considered include additional diets and special menus, loan of A++ microwaves and refrigerators, management software, recycling, an emergency alert system and a full-time social worker. Bids must be submitted electronically in three parts within 15 calendar days of publication of the contract notice. Bidders must demonstrate the required economic and technical capacity and submit the required declarations and evidence. During performance, women must account for 60% of the staff hired for this contract. The contractor must also provide at least one full-time employee with a degree in social work and liability insurance covering risks associated with preparing and supplying meals, including food poisoning.
