Supply of S447 and S470 panic locks (06530372, 08731149 and 08731153)

Summary

The procurement covers the supply of S447 and S470 panic locks and related railway-vehicle spare parts under three product references, for delivery to Renfe Ingeniería y Mantenimiento maintenance bases. The contract will run for 24 months on a unit-price basis. Its estimated value is €275,680, but this is only an estimate and does not commit the buyer to spend the full amount. Bids may cover one, several or all product references, but must cover the full estimated quantity for each reference included. The procurement is not divided into lots, and subcontracting is not permitted. The supplier must deliver locks that meet the technical documentation and ensure their quality. Technically equivalent products may be offered if the required technical evidence and manufacturer’s confirmation are provided; alternatives are not accepted for certain technologically linked references. The first delivery is due within the period stated in the bid, and subsequent deliveries must be made within 30 days. The supplier must maintain stock for each reference equal to 25% of its estimated annual quantity. Deliveries are on DDP terms, and the goods carry a two-year warranty from receipt. The bid must include administrative and qualification documents, a technical offer, and, for each product reference offered, the unit price, first-delivery lead time and minimum supply batch. Technical compliance accounts for 10% of the evaluation and automatically scored criteria account for 90%: price up to 85 points, first-delivery lead time up to 10 points, and minimum supply batch up to 5 points. Bids must be submitted electronically in Spanish and remain valid for six months.
