Maintenance and support service for the Guardia Civil’s sovereign OpenStack/Ceph cloud infrastructure
Summary
The Guardia Civil is procuring a 24-month service to maintain and support its on-premise sovereign OpenStack/Ceph cloud infrastructure, including corrective, preventive, proactive and adaptive maintenance, incident handling, software updates, security support, monitoring, documentation and knowledge transfer. The service combines on-site support on demand with 24x7x365 remote support, with up to 2,150 hours per year and at least 1,500 on-site hours requested annually in the technical specifications. The contract is a single lot with a total budget of EUR 281,688.68 including 21% VAT, or EUR 232,800.56 excluding VAT, and an estimated value of EUR 349,200.84 including the possible 12-month extension. Participation requires the stated financial and technical capacity, a qualified three-person core team, the required declarations and evidence, a compliant technical proposal and a separate financial proposal. Offers are assessed on price, technical solution, service planning, service transfer plan and the presence of a valid Certified OpenStack Administrator certification for at least one team member. The price accounts for 40 points, qualitative criteria for 45 points and other formula-based criteria for 15 points.
