Integrated unified communications, fixed and mobile telephony and data connectivity service

Summary

The tender covers a single integrated service for unified communications, fixed and mobile telephony, Internet and data connectivity, associated equipment, migration, installation, maintenance and 24/7 support for Utrera City Council, its local entities in Pinzon, Trajano and Guadalema de los Quintero, and future municipal sites. The solution must be delivered as a continuous UCaaS service, normally cloud-based, integrating fixed and mobile voice, short numbering, call-centre functions, data services, terminals, indoor coverage and a dedicated FTTO connection. The initial term is 48 months, with a possible 24-month extension. The estimated contract value is EUR 881,572.60 excluding VAT; the tender budget is EUR 603,844.60 excluding VAT and EUR 730,651.97 including 21% VAT. The contract is not divided into lots. Bids are submitted electronically in Spanish within 35 calendar days. The award criteria are automatic: price up to 80 points, guaranteed FTTO capacity up to 10 points, committed monthly UCaaS availability up to 6 points and committed critical-incident MTTR up to 4 points. The bidder must demonstrate the required turnover, relevant telecommunications experience, qualified 24/7 technical staff, operator registration, technical compliance, ENS and data-protection arrangements, and attendance at at least one mandatory technical site visit.
