Dynamic purchasing system for preventive healthcare and intervention services

Summary

This tender establishes a four-year dynamic purchasing system for selecting companies to take part in specific procurements for preventive healthcare and medical intervention services at events organised or co-organised by the Vilanova i la Geltrú City Council. Services may be required at cultural, sporting and commercial events and for civil-protection emergencies. The system has an estimated total value of €320,312.40 excluding VAT; this is indicative and does not guarantee that any work will be ordered. Companies may apply for one or both categories: standard services and specialised services. Orders may include first-aid provision with a defibrillator and medical supplies, Class B or Class C ambulances, teams including a nurse and, when needed, a doctor, a rapid-response vehicle, accessible transport for people with reduced mobility, medical or nursing units, a coordinator and, where required, a field hospital or mobile clinic. In an emergency, the first required intervention team must arrive within 30 minutes. For specialised services, additional emergency supplies must be available within one hour of a request. Estimated volumes for the standard category are 36 hours of Class B ambulance service, 12 hours of Class C ambulance service with a nurse, 14 hours of Class C service with a nurse and doctor, and 52 hours of first-aid and defibrillator provision. Estimated specialised-category volumes are 220 hours of Class B ambulance service, 50 hours of Class C service with a nurse, 30 hours of Class C service with a nurse and doctor, 10 hours of medical motorcycle service, 300 hours of first-aid and defibrillator provision, 202 hours of emergency medical technician service, 10 hours of rapid-response vehicle service, 10 hours of accessible transport, and 80 hours of coordination. These figures are approximate and may change; payment is based on the unit prices for services actually ordered. The initial application period is 30 days after the contract notice is sent to the Official Journal of the European Union, but companies may apply to join throughout the system’s four-year term. Companies admitted to the relevant category will be invited to specific procurements; the usual minimum tender period is 10 calendar days. For urgent specialised-category interventions, companies may be contacted directly by telephone to arrange immediate cover. Applicants must meet the category-specific turnover and experience requirements and hold a valid medical-transport authorisation.
