Dynamic Purchasing System for Remote-Control Software Development Services
Summary
The procurement establishes a dynamic purchasing system to qualify providers of consultancy, design and development services. The work concerns improvements to remote-control processes, SCADA systems and applications at ATL water-treatment plants and across its distribution network. Services may include advice and documentation on SCADA processes and technical management, software virtualisation, changes to data-exchange interfaces for cybersecurity needs, integration of process signals, and automation of recurring user requests. The tasks and technical specifications for each specific contract will be set out in its invitation and tender documents. The system has an initial term of 24 months, with two possible 12-month extensions, for a maximum total term of 48 months. Its estimated total value is €400,000 excluding VAT. Admitted suppliers will be invited to submit bids for specific contracts, with at least 10 days to respond to each invitation. For specific contracts, price accounts for 49% of the evaluation and automatically scored criteria for 51%. Applicants must demonstrate the required turnover and comparable experience, or provide the permitted alternative evidence for a newly established company.
